1. Applicable Customers

• Vietnamese and Chinese enterprises with payment needs for cross-border transactions of goods or services between the two countries.
• Employees of enterprises traveling to China for business purposes (applicable to the CNY cash withdrawal service).

2. Application Conditions

• Currency of payment: Transactions are conducted directly in CNY (Chinese yuan).
• Delivery method: Goods are delivered via road, railway, or other transport methods through Vietnam-China border gates.
• Supporting transaction documents:
  • Sales or service contract (copy).
  • Invoice or equivalent supporting documents.
  • Customs declaration (copy) indicating that the delivery method is by road or railway (e.g., the customs declaration specifies “BIENMAU” (border trade) as the delivery method or includes a road/railway bill of lading).
• For individuals withdrawing CNY cash for business trips: A business trip assignment decision and an exit-entry declaration certified by border customs are required if the amount carried exceeds the equivalent of USD 5,000.

1. Initial Consultation and Document Preparation:

Customers will receive free consultation from MSB’s professional specialists, who will guide them in preparing the necessary documents and provide support throughout the transaction process.

2. Opening a Payment Account at MSB

If the organization does not yet have an account, it must open a payment account with the following documents:

• Legal documents: Proof that the organization is legally established and operating (original or certified copy).
• Personnel documents: Documents verifying the Chief Accountant’s position and identification documents of individuals registered on the account opening application.
• Application form: Account opening application form in accordance with MSB’s template (original).

3. Completing Documents for Each Transaction Type

Depending on the transaction type, customers must prepare supporting documents for border trade transactions:

• Outward/inward transfers: Sales or service contract (copy), Invoice, Customs declaration (copy), Documents indicating delivery by road or railway (e.g., bill of lading).
• Cash withdrawal for individuals traveling on business: Business trip assignment decision (copy) and Exit-entry declaration certified by customs (required if the amount exceeds USD 5,000 equivalent).

1. Service Fee Schedule, exchange rate:
   • Transfer fee: 0.1% of the transfer amount.
   • Amendment, cancellation, or investigation fee: CNY 70.
   • Exchange rate: Highly competitive in the market.
